Relative (RelativeErrorScaling) — Errors are scaled by the field magnitude.

RelativeErrorScaling()
Description
RelativeErrorScaling divides the error
estimate for each Field component by the magnitude of the
component, and returns the maximum over all Fields and Nodes in
the SubProblem.
