The Layer menu contains commands for working
with Layers in the Graphics window.

OOF.Graphics_n.Layer Menu Items
- OOF.Graphics_n.Layer.Delete -- Delete the selected graphics layer.
- OOF.Graphics_n.Layer.Deselect -- Deselect the given graphics layer.
- OOF.Graphics_n.Layer.Edit -- Open the graphics layer editor, loading the currently selected layer.
- OOF.Graphics_n.Layer.Hide -- Hide the selected graphics layer.
- OOF.Graphics_n.Layer.Hide_Contour_Map -- Hide the selected layer's contour map.
- OOF.Graphics_n.Layer.Lower -- Make a layer less visible.
- OOF.Graphics_n.Layer.New -- Open the graphics layer editor.
- OOF.Graphics_n.Layer.Raise -- Make a layer more visible.
- OOF.Graphics_n.Layer.Reorder_All -- Put the graphics layers in their default order.
